My brother lives in Manhattan but I live in Virginia. If he registers to make reservations can he reserve a tee time with myself or other out of staters rounding out the foursome? I know that in state folks get to use the phone system ahead of out of state folks.

We would be looking to play sometime after the Open. Does anyone know when the course closes for winter?

if your brother is from NY and is registered in the system, he can make the tee time for your 4-some, regardless of where anyone else is from. However only the people who have NY state licenses will get the resident rate and all the out-of-staters will get the out of state rate.
