I'm going to guess just some added weight that a player wanted added on the heel side of the putter for whatever reason.
Could be wrong.

Looks like a similar to See- More putter shaft alignment aide so at address the shaft would obscure the dot/circle from view thus giving you assurance you have not lofted or de-lofted the face

But extra weight at that spot on the heal would affect how it "swings." that's the reason I say that.
All that said, I have no idea. That wouldn't make much sense to me on an adjustable weight center shafted putter either.
