Epoxy will not stick to chrome, so this has to be removed. I would not use a stone wheel.
You have to be more careful with graphite as you don't want to cut into the fibers. You have to remove the paint or at least the sheen in order to have the epoxy stick,

I'm just a hobbiest but I've never had a problem doing the following.
Graphite: tape of the desired section and stroke 220 grit paper down the tip till paint and primer are gone. It goes fast so I'm gentle. Clean it up with alcohol and let dry completely.
Steel: tape off and use strips of 100 grit paper sanding sideways till its dull. Then I use the corner of a bastxxx file at an angle and grind scoring marks down the tip. Do that in both directions and you'll get a nice thatch pattern.
Might be overkill but I've never been that guy 50 yards out into the driving range
