I've also noticed that on TV whatever a player wants to do is fine with the other player he asks. Every single time. And vice versa.

Leave it up to players discretion instead of Rules and the perfect lie will win out every time. Whether one player or two players consulting each other. Tour players in particular are accustomed to the most ridiculous free drops being granted. Remember that time Ernie Els was 30 yards deep in the woods and got a Rules official to grant him relief from a pile of dead limbs?

For whatever reason putting is treated as a special case in many aspects of the Rules. I don't think fixing old ball marks on greens implies any corresponding special status for old divots through the green.

No tamping down rough with little practice motions at address.

Have seen a number of players pulling this on TV (I just didn't upload video of it) and it ain't cool.

I'm pretty sure this is already completely against the rules, so I guess what I want here is some enforcement.

Haven't read all the previous posts, so apologies in advance if any of these are duplicates...

For everyone:
Clarify that a "loose impediment" is limited to something that a single person (player OR caddie) can pick up using one or both hands. No recruiting 3 or 4 members of the gallery to roll huge boulders out of your line of play.

For PGA tour events:
Permanent bleachers, sponsor tents, etc. should be out of bounds (in most, if not all cases). Hearing the announcers talk about players strategically playing into the bleachers to avoid water hazards, etc. does not seem to be in the spirit of the game. These things are far enough off the course in many cases that having them be OB should not be unduly penalizing.

For everyone (except in PGA or USGA tournaments):
Eliminate all stroke and distance penalties. Instead you drop where the ball went OB, etc. and take your penalty stroke. This speeds up play, and would have minimal impact on handicaps.

For everyone:
Eliminate the proposed changes to rule 14-1. Keep anchored putting within the rules. I'm not a fan of it, but there is not yet any statistical proof that it offers an advantage, anyone is free to putt that way if they want, and it has been in the game too long to eliminate at this point.

For everyone (except PGA tour pros):
Eliminate the 2010 groove rule changes. Make all of those irons legal again for everyone but the tour pros. There are too many awesome iron designs that were made 'technically illegal' under this rule change.
