As a rule of thumb one time stepping will change flex by 1/3. So your 3 times stepping should end in a full flex change. But I'm not sure if stepping 3 times is ok for the shafts; you have to cut a lot from the butt to achieve the playing length. Normally you have a wedge trim for the N.S. Pro series where every wedge shaft has the same trimming. Your way will lead into different tip trims for every wedge.

I wouldn't put them in the SW or LW because the head weights are greater and they will flex a lot more.
