If I have the drill press and a good drill bit, how difficult would it be to drill holes in the heel / toe on either the face or sole of a copper anser and add tungsten weight?

To make a round hole for the insert you would have to drill first, then ream.  Doable but I would not consider this easy to do and make it look professional.  Lead or tungsten powder down the shaft is easier.

Any time you drill into metal like discussed, oil should be used to lubricate the cutting tools.  The dust will be captured by the oil.  Just clean up when done.
