A normal or typical day that time of year is going to be a wind out of the north or northeast at 10-15mph and quite cool in the mornings. Best bet would be to play after lunch when most days it will get up into the 50's, sometimes even 60's. That cold breeze on a 40-degree morning in the winter is not much fun IMO.
And there is definitely about a one in four chance of rain on any given February day. That will be usually a cold, soaking rain on a dark day. No fun at all.
It's basically a roll of the dice.

Keep in mind that the high temp for the day occurs around 3pm, so even on a "typical" day you could be playing in temps in the low 50s, and if there is a breeze (which is more than likely), it will be quite chilly.

If you are doing Ocean +, I would recommend Osprey, Turtle, Cougar, with Oak being my least favorite. The views at Osprey and Cougar are amazing. The par 3 6th on Cougar might be one of my favorite holes down there, not on the Ocean course.
If you can, do it. Great time and great course. Just pack well...
