I'm looking to get a new driver to experiment with. I am gonna throw a Blueboard in it. What's the hottest non adjustable driver head to pair it with.

Nike Vr LE is a beast 420cc I think and is probably the hottest face I've ever hit.
But I play a Razr Fit TA for the adjustability, easy to exchange shafts, and it's almost as long

Nike VR Tour is the one that is 420 and is one of the longest drivers I've owned.  The Ping i20 is also very long.  If you don't want to spend a lot of money the VR Tour or Adams 9015d are great choices.

I currently play a i20, and it is not as long as my old i15. That thing just bombed them, but it doesn't suffer mis-hits well.

vr tour and vr le are the two longest drivers I have hit a well, amazing nike gets zero credit, but either one can be had for a cheap price.

Aren't most of new drivers maxed out for C.O.R? Shouldn't all the faces be almost equally "hot"?

Yes, however some heads have a larger max COR area than others so they would be considered "hotter" on off center hits.

If the OP does not care if the head is conforming, he could look at heads like the Wishon 9590L. As for conforming heads, I have personally gotten the highest ball speeds from the Nike VR Tour.

Aren't all drivers now a days 'hot'.  Are they all not .83 COR by now.  Every post I read about a driver someone tells me how hot off the face it is, like this is something new.

Hottest current head non adjust. is prolly the Cleveland 290 or 310. The Adams 9015D and 9064 are both legendary non adjust. heads that can be found dirt cheap now for an experiment.

That's what I was asking as well. Yet, everyone has a driver that they perceive to be hotter than the next, without taking the science into account.  I agree with forgiveness being probably the biggest factor as far as the head is concerned, hitting more off center hits straighter with less loss of distance. For me, the "hotter" is in the shaft. And of course, the pretty!
