With UPS, the sender will file the claim then UPS will arrange to pick up the damaged package from the recipient. They will inspect it and then usually say it was insufficiently packaged, claim denied!!! I stayed after them (with the help of the buyer) and eventually got my money back, but it took about two weeks and quite a few phone calls.

the trash compactor.
I had to file the claim. Had to go to the post office with box, snapped shaft, documentation of shipping.
Took 30 days. They ended up telling us to eat sh*t.
They said golf "shafts" were not covered somewhere in their fine print.
The seller in this case took responsibility and refunded my money as he agreed he should
have insured the package.
I couldn't believe how much (damaged) stuff they had in this room..... piled up everywhere
Good Luck

I'm surprised they even let you file a claim if the guy didn't buy insurance.

There isn't any insurance included with USPS Priority shipments. There's been something like $67 included with the packages I've sent to Canada, though. Maybe that's what you're thinking of?
