I currently use GolfShot GPS on my Android phone but have been considering making the plunge to the MotoActv since it dropped in price to a more reasonable amount. Does anyone know if it's conforming unlike my phone, or does it fall into the same category as my phone since it's technically an Android device?

Since it has the club selector feature, that will suggest a club based on how far you have to hit, my guess is it is non conforming. A device can not suggest what club to use.

This may be a naive (read: stupid) question.  But, what is the difference between a device giving you a suggestion on what club to use versus a caddy?
