I'm not sure on the Junior qualifier because i've never played in those but you can have a caddy (it can be a parent) in the Pub Links qualifier.

Yes, you can have a caddy and I'm pretty sure it can be a parent.

Does the parent have to take some kind of test to be a caddie?

I've caddies in them, so yes.

BUT, I'd suggest not using parents or friends.  Call the course and request a caddie or have them recommend someone.

In the Junior Am your caddy cannot be a parent, pub links I believe a parent is fine though.

Here are the links

USGA Junior Amateur
https://champs.usga....nioram_2012.pdf
Under caddie section:
EXCEPTION: A player may not use a parent, step parent, or guardian as a caddie during Sectional Qualifying or the Championship proper.

USGA Amateur Public Links

Nothing about parents

Parents can not caddy in US Junior Am, other USGA's are o.k.
