I don't know about this one. If it was advertised as Tour Issue with an 8xxxxxxx B stamp and came from the tour (which B stamp indicates it did and often happens - retail stock, tested for tour, etc.) then why isn't it still tour issue? It sounds like the product was not misrepresented in any way at all and you didn't do enough of your own homework on the front end.
That being said, there is a larger questions here... is that type of product (retail on tour) "tour issued"? I say yes it is. It's not TOUR ONLY, but is tour issued.

Only way to ensure is knowing the source of your head, or getting a build sheet with matching serial.
If you aren't getting a fresh head built to the specs you want, then save your money, and get fitted for a retail head.
The only TM head I can distinguish is a 282.
