Typical Tour Bag six way divider is:
Driver/Putter then the 3 Wood/5 Wood Top Row (nearest handle)
3,4,5 Iron then the 6,7,8 Iron in the second row
9 Iron, PW then the SW, LW in the bottom row.
So with four, you'd need to double up.

Usually the front of the bag at the top will be shorter height then the back. I would put the woods at the back and work your way forward with your 3-4 irons down to your pw, sw. I usually will have my putter and LW together, so when I miss a green I just grab the 2 clubs and walk up to my ball.
