This probably had been discussed but just a curious question for the rules gurus.

Two man scramble the USGA suggested handicap allowance is 35% of the low cap and 15% of the higher. That works fine until you get to plus caps.  A +5 playing with a scratch would give 5 shots back to the field of playing by himself but the team only gives back 1.75 strokes. Seems odd he gives back fewer with "help".

Can anyone explain this logic?

Where is this tournament where there is a +5 playing with a scratch.

Walter: Tell me Bobby, why do you play this game?
Bobby: I play because I love it.
Walter: Well I play for the money. I have to win. That is why every time we face each other I will always beat you.

Club qualifier for the Arizona State two man event. We had three similar teams competing.

For the + handicap they should be adding to his, not taking away. He should be set to 6.75.

That is incorrect. You can look it up.

After looking it up I "remembered".
I think all would agree that if you had three teams

1) 10 cap and 20 cap

2) 0 cap and 10 cap

3) +10 cap and 0 cap

The difference between team handicaps in a two man scramble should be the same as all players are 10 strokes apart. Therefore the difference between teams 1 and 2 is the same as the difference between team 2 and 3.
Do the math with the 35% low guys cap and 15% high guys.
Team 1 gets 6.5... Team 2 gets 1.5 and Team 3 gives back 3.5.

Difference of 5 strokes between each team.

Good that you remembered. All of this has been done few times before.

The purpose of fractional handicaps is not to make it harder but to reduce the effect of the HC.
