Picked up a used set of i5 heads on here.
Planned on throwing in a set of ping cfs stiff shafts. Problem I'm having is swingweights are way light.c7 crazy light!! 38" 5 irons shaft at that! Will a lighter swingweight with a weaker flex shaft play similar to a heavier swingweight with stiffer shaft?

To a certain extent yes.  I wouldn't approach the light swingweight problem from that angle however.  The clubs need to feel the way you expect in order for you to put your best swing on the ball.  That's the way to get a good shot result.  Shaft stiffness is secondary.

6 iron is coming in at c4...c4. I've even tried adding tip weights brought it to c7. Could these heads been for a girl?

They most likely came from an over length build.    But keep in mind that the stock swing weight for those were D0.  So c4 6 iron might be consistent with coming from possibly a +1" set.

What shafts are you using?  That can make a difference as well.

you need to weight the heads, but yes if you are installing standard shafts lengths and come 6 points lighter, heads are definitely 2 clubs lighter (14 grams)

and maybe check lies too...a factory build 1" longer will cause dot to be 1,5° flatter.
