Ball peen it back flat then file it?

Yes.  If you take your time, you might not need the file.

If it's a 'battle scar' honourably earned in the course of play I would leave it,if on the other hand you've been swinging on the drive and hit a kerbstone then remove it.

I still have my old Ram TW55 sand wedge that I played off the road on the 17th at St. Andrews,gouges will remain as a memento.

A piece of leather on the bench will keep you from scarring up the head more.
