There is no way you can honestly say he is NOT intending to anchor his putter now. The putter does NOT have to be against your body. If your hand or arm holding the putter are anchored against your body, the putter is anchored.
How can you honestly say he's holding his hand against his body?

I can't say for sure one way or the other but it looks like anchoring to me. Maybe there is at most 1/4 inch between his shirt and his chest. Maybe not. Maybe there is when he starts the stroke then he anchors as he turns. It would be quite difficult to ensure there is no anchoring during the stroke when his hand is that close.
Quite a few golfers wear tight shirts.
