I came cross a junior guide by Maltby:   http://ralphmaltby.c...ior-Fitting.pdf

The recommended club lengths are generally much shorter than most kids play. For example, the book recommends 41.5 inches length for boys 13-15, but many 13 year old boys I know already play 44-45 full-length drivers. Is this book too conservative in its recommendations, or today’s  junior players are generally “too good” for junior clubs? Or the problem is actually we put clubs that are too long and too stiff into the hands of our junior players.  Thoughts?

I think it depends on the level kids are at.  I think in general kids swing metal woods longer than they should be.

It depends. I have 13-15 year olds who are 5’8-6’2 and who carry the ball 250-285 yards.   No way they should play 41.5” drivers.  Age does not reflect height, weight, strength, or speed.

I keep a close eye on my son's driver in particular.  We constantly are making sure we're making contact at the sweet spot, watching his ball speed, and swing balance.  As long as all of those are still good, and he isn't noticing anything with the swing weight, we'll try going a bit longer every few months.

He's only 48" tall, and hitting a driver about 36.5" in length, several inches longer than what USK would be suggesting.  Just doing whatever we can to maximize the distance since he's easily 6-10" shorter than everyone he plays against.
