I was watching the tournament on thursday, and a situation came up with one of the players in michelson's group. his ball was not in the sand, but he had to stand in the sand to hit it. after he hit it, he or his caddie did not rake the bunker, and the commentator said that if he did, he would get some kind of penalty...apparently it recently happened...so after he hit, his caddie asked michelson's caddie to go rake the bunker...
the commentator did not give a good explanation of the rule...
did anybody watch this or have an explanation for me?

This is situation that applies to the rule that does not allow you to ground your club in a bunker before swinging.
When Eric Axely hit out of the fairway bunker, his ball landed in the greenside bunker so he and his caddy were not allowed to rake the fairway bunker. Bones, Phil Mickelson's caddy, had to do it to save time.
Last week Stewart Cink encountered the exact same situation but he and his caddy took measures into their own hands. Unfortunately they did not add the penalty stroke to the scorecard and he was later disqualified.
