Just thought I'd let everyone know to avoid this guy like the plague.

He responded to a "wanted to buy" post I did back in July about some Srixon Z945 heads.  All was great... Sent him the funds and waited.

He was responding to emails and guaranteed they shipped but couldn't provide a tracking number. Then the excuses started... My daughter sent them, she must have had the address mixed up, she has downs syndrome.  

So being the patient Canadian I am I gave him the benefit of the doubt.  He told me he'd deal with it and send them out right away.

He emailed me to say they were on the way but again couldn't provide tracking.  I pressed him and now the disappearing act started.

That was my breaking point so off to paypal I go to dispute the transaction.  They just ruled in my favor but even though payment was not "gifted" I got a note they cannot recover any of the funds so looks like I'm SOL for now.

Sorry for the long complaint but I want everyone to know not to deal with this scumbag.

What reason did they give you that they couldn't give you due to not being able to recover the funds?  That isn't their policy

This is what was in the email from PayPal:

After careful review, we have determined that the seller is at fault but regret to inform you that we were unable to recover any funds from the seller's account.

We'll make every effort to recover the funds from the seller although we can't guarantee you will receive a refund. For more information please review our Buyer Protection Policy in the User Agreement.

It likely means Flopshot99 has no funds in his Paypal account for them to take and give to you.

Paypal's US site is quite crap in explicitly laying out their buyer protection policy, but their UK site (in section 13.3) describes they may reimburse you, but there is no guarantee they will do so.

Hope things work out at some point OP, but at a minimum thanks for the heads up!

Edit: Or as kaycalkai points out, Paypal Canada says they will refund.

I can't see anything in Paypal Canada's user agreement about them not refunding you.
Maybe it's a generic email? Isn't that the enter point of "buyer protection"? Weird man, I would not let it go - that's for sure. Get on the phone with someone @ Paypal for an explanation.

Yeah I'd need a verbal explanation from Paypal on that one; not their policy in my experience.  You should have no problem getting your money back if you paid goods and services through paypal.
if that doesn't work; I'd dispute the charge with my CC company.

Nope... Well within the timeline for a dispute.

Ill be contacting PayPal today so I'll update when I get an explanation.

I had the exact same issue with flopshot99 and his excuses matched the OP's description 100%.  I too escalated to Paypal but must have gotten lucky because I got refunded.  I checked my dispute once I saw this and it shows I got my money back a few days ago.  I would absolutely avoid this guy at all costs.  If I ever bump into him, he's gonna need a lift to the ER.

I've got zero issue giving this guy's number out.  Seriously, the guy is stealing money from people.  Let him deal with the consequences of harassing phone calls.  If you were on the receiving end of lies from July 11th to now, you'd feel differently.

Thanks for the valuable input, yes it is "against the rules" but this guy needs to be dragged across the coals. This is unacceptable behavior by the seller. OP thanks for posting the cell, look like he originates from the CT area, I am sure some members would be able to help you track him down if the funds don't come through.

I don't wish ill on this dude, but I sincerely hope he gets run over by a car.

Edit:  rules are meant for people who deserve civility.  this trash deserves to have his name, number, face, address plastered across the internet so his shame can live on for eternity.  This is the type of stuff that should be attached to a person permanently and stay with them forever as a scarlet letter.

Edit 2: rules are a two-way street.  if someone blatantly, purposely and repeatedly sidesteps/ignores/violates the rules in an attempt to scam members of the community, they should forfeit the protections to their image/info afforded them by those very same rules.  Otherwise they are having their cake and eating it too.  A repeat offender/scammer who uses their daughter as a shield is not someone that I, nor anyone else, wants as a member of this community.  How much lei-weigh are people afforded before they get the ban hammer?

I actually had this happen to me with PayPal a long time ago with an item purchased on eBay none the less.  The seller listed a bunch of electronics that likely didn't exist.  PayPal found in my favor quite quickly but I never saw a dime.  The thief emptied their bank account and PayPal have little if any desire to pursue it beyond that.

What was the past history of positive ratings for flop shot? I just wonder what a person can do to protect themselves based on the ratings history of a particular individual.
So one of the tricks sellers can use is to agree to sell a product, obtain the buyers money, don't send the product promised, empty out your PayPal account or any connection to your personal bank account, and keep the change. If this is the case, PayPal doesn't appear to me to be as safe as I thought it was. I thought their refunds came out of their own business profits?
Finally, I feel bad for people like the op who get taken for some serious cash and is left out in the cold.

He has a FB score of 10-12 Positives and 2 Negatives, both of which are from the last 3wks with the second from today by the OP of this thread.

OP, if you used your credit card through PayPal you can file a dispute with your credit card company. This is another recourse to take if PayPal does not help.

I've had PayPal cover me for a "gifted" issue in the $500 range, i've never heard of them doing something like they did to you. Unheard of on my end. Any more to story? Updates? GL

Thanks for the valuable input, yes it is "against the rules" but this guy needs to be dragged across the coals. This is unacceptable behavior by the seller. OP thanks for posting the cell, look like he originates from the CT area, I am sure some members would be able to help you track him down if the funds don't come through.
