Sold an item on eBay last week.  I shipped it, buyer received, feedback left on both ends.  I also put tracking into into eBay, etc...

My funds are being held and it says this might be the case for 21 days.

Ive never sold on eBay, this is my 1st sale.

Does it really take 21 days to get my $$$?

iirc, they're suppose to release the funds when the buyer leaves positive feedback or when the 21 days are up.

PayPal has changed its policies over time....like fleabay itself.

It is possible that your funds may be held up for a while...or, you can contact seller and see if he/she is willing to contact PayPal to let them know that the transaction went well.

That might free your funds up. Or not.

You can contact PayPal to ask...altho I'm sure that there policy is buried somewhere deep in their website.

Since they are not a bank, they are not subject to the same laws and regulations of regulated financial institutions.

If this is your first sale then they will hold it... .especially if it was a high dollar amount. You can call them to see if they will release it sooner since feedback was left and tracking shows delivered but I think the answer will be no.
PP is heavily favored for the buyer.

I am in a phase of dislike for PayPal. Even though they are technically a separate company Paypal is the only service you can use on eBay unless you take credit cards. This seems like it violates some anti-trust law or something... but I am no lawyer.

I was in the same boat a month ago.  Sold some concert tickets for the first time in 10 years or so and they held the money for 21 days.  Didn't matter that the concert had already happened and feedback was left.  It wasn't a big deal since I didn't need the money for anything specific and I just ended up waiting.

When I made my first sale it said something ridiculous like 21 days as well. Once I went through and shipped the product, added tracking etc. got it much sooner than the initially stated 21 days.

I had the same thing happen to me.  If you wait 3 days after delivery and call them they will release the funds.

Can you imagine how much money Paypal is making off of that money?

Think about it.

They get the money into their account and hold it - in an interest bearing account. For millions (?) of customers.
Three solid weeks of holding that money.
Tons of customers, thousands upon thousands of dollars.
They loan it out. Or they invest it. Or just plant it into perfectly safe interest bearing accounts. There can be little doubt that this "hold" is solidly founded on PP making more money on the deals and not necessarily to protect the buyers.

Than what do they do with all of that money they are holding?

Any chance they have at least a part of the business registered out of the US to allow such activities?

I'm sure they able to hold it in guaranteed interest bearing accounts or other guaranteed financial instruments, but I don't think they would be able to freely invest it in unsecured instruments or make their own loans.  Even their own branded credit cards and credit lines are actually operated by an actual bank (Synchrony) so if they're not even underwritting their own CCs, I doubt their investing or loaning funds in unsecured instruments.

When I first started selling on eBay, my experience was the same. They are slow to pay out the money, but it never reached the top end of the time frame. The buyer leaving feedback hastens the process.

I think after a certain number of feedback as a seller (20 maybe?) the money is available immediately. I know that uploading tracking info and using a shipping method like Prioriry Mail that is easy to track expodites the process.

It's an eBay thing not a PayPal dictating that is holding the funds. If you are a high volume seller or have a long sale history it will release quicker. if they leave feedback and you put a tracking number it will release quicker than the 21 hold. It threw me completely off the first time I made a sale because it was a 500 dollar sale of my irons and I had my vacation coming up and had to make another purchase without the funds released to ensure I had a set in time. Wife was not happy and after that I never sold iron sets on eBay again ;) although mostly due to the fees and shipping it wasn't worth it. Keep that ish local

Assuming they are doing it to prevent an fraudulent seller from cashing and running but it sucked when you have to wait, in my case it was 4-5 days not the 21
