interesting ruling to say the least, apparently if you play shot from just outside a bunker but you step into it for some reason (alignment etc...) hit your shot into another bunker and then rake the bunker that you stepped in on the first shot = penalty for testing the surface !!! see sec 13-4 for more info, I probably break this particular ruling 1/2 dozen times per year easily....
