Can anyone tell me are they still planning on closing the Wynn Golf Course?

Yes. It is the site for the proposed Wynn Paradise Park which will break ground this year. Rumours are they will close 9 holes in October and the other 9 next April.

Just read that construction will start at the end of the year, Nov. or Dec.

The article didn't say whether or not all 18 holes or just nine will be closed.  Plans call for a 20 acre white sand water lagoon with boardwalk, cabanas, restaurants and plans for another tower with around 1000 rooms along with meeting spaces and convention rooms. Boating, paragliding, and a Disneyland-type water show only bigger is also planned.

Normally I hate to see any course close but I say "Good riddance" to this one. The green fees were ridiculous plus the people working the pro shop were rude and acted like they were doing you a favor to let you play there.

Don't know if it's still in the plan or not, but there was talk a couple months ago about them putting in a "TopGolf on steroids," whatever that means.

Then why does shadow creek stay open when they can only have a handful of rounds of play or less in a day?

I wouldn't say the Wynn course didn't succeed. Having an expensive, exclusive golf course doesn't necessarily mean you have something thats profitable. For Wynn, it might have been a losing proposition on the golf side over the years but if it occasionally brings whales into the casino - who cares, the money you're losing on golf operations is paltry compared to what they may drop in the baccarat pits. IMO its closing down moreso because he can make exponentially *more* money by having some kind of water park on steroids there.

Being able to make more on Option B doesn't mean Option A wasn't successful.

Shadow Creek stays open I'm guessing in part because of the location too. You're not building a successful tourist attraction up there.

Shadow creek has built a name for itself. People go there all the time. The golf course at wynn is barely talked about as much as shadow creek.

The reason why Shadow Creek stays open is because they don't care about revenue. Even my caddy confirmed this. It's an oasis/getaway for high rollers and ballers to play in solitude.  I got to experience SC this past weekend and it lived up to the hype for me.
