When playing a round that you will turn in the score for handicap purposes, there is a max score for any hole called "Equitable stroke control". In my case that number is 7. My question concernes tournament play. If I blow up and take more than 7 strokes, do I record a 7 or do I record the actual number and expect the tournament committe to make the correction when recording the score for GHIN?

If it was me, I would take the tournment score, it represents, well, a tournament. I have friends that take the ESC in a tournament. Not sure if there is a right or wrong answer here.

The expectation is that the player will record his/her true score. Even in a net score tournament, your mythic player has turned in an incorrect score (should be DQed) as the Committee/Scorer adjusts for handicap from the score at the time that the scores are posted.

In always turn in the true score shot for the tournament.
Then, I use ESC when posting the score for handicap purposes.
Unless the tournament has a max score per hole in effect, it is cheating to turn in an adjusted score.
