recently I started carrying a 45" stretching bar in my bag when I play. I use it for stretching and warming up before a round of golf. It looks like the speed stick but weights 6lb. Is there any USGA rule against keeping this in my bag during tournament play? or would it be considered a 15th club?

If it does not meet the definition of a club, and the lack of a clubhead rather helps, it is not a club and does not count. You used to be able to declare a club 'out of play' but keep it in your bag without it counting towards your 14 club limit.
