quick question.
we were playing a par 4 dogleg right with water on the right side. a buddy of mine basically pushes his drive right and we thought there was no way he'd clear the water (probably a good 250-260 carry) but didn't see a splash. well, after i hit my approach i go help my buddy look for his ball and i notice it in the water hazzard in a muddy area close to the edge. here's the kicker. for some reason, there is a man made fence (about a foot) high that runs around the edge the bank that would interfere with my buddy's swing. personally, i don't think he would have stould over the ball in the marsh/mud to play the shot but lets assume he would and the fence interferes with his swing. what's the ruling?

Is the fence inside the hazard line? If so, no relief.

you get no relief in any hazard, and the fence is considered an unmoveable object. you can play it as it lies, take stroke and distance, or if its a lateral hazard which most water is you can drop the ball at the nearest point where the ball crossed the boundry of the hazard.

It doesn't matter if the fence/wall is inside or outside the hazard -- point is, if the *ball* is inside the hazard, you get no relief from an immovable obstruction period.
"Except when the ball is in a water hazard or a lateral water hazard, a player may take relief from interference by an immovable obstruction as follows:" 24-2b
