Your question is not really clear.

It works differently depending where in the world you live. I am only familiar with the USGA system used in the USA.

Clubs don't actually manage the handicaps, the state/local association does. Most issue handicap revisions twice a month. Your handicap won't change until the next revision.

If your question relates to an un-handicapped person getting a handicap at any time (immediately) ... no, it would be at a minimum, issued at the time the next revision is posted. (two weeks typically). Even then, no handicap is issued until you have 5 scores posted. And until you have 20 scores posted, the handicap is based on a fewer number of scores.

If you are unhandicapped, can you receive a handicap at anytime during a month once you have submitted 5 scorecards? Or can you only obtain a handicap during the day of the revision period of the month? Lastly. Do you have to play 5 18 hole rounds, or can you play 5 9 hole rounds.(45 holes) how does that part work? sorry for the confusion

Your handicap goes into effect at the next revision if you have 5 or more scores posted.

Handicaps are based on 18 hole scores, whether they are a full 18 hole round, or two 9-holes combined.

(Speaking only about the USA system...)

I don't think you will be able to get a handicap immediately, if that is what you're are asking. Once you join a club (and optionally submit some scorecards), the club has to submit the paperwork and scores to the State association. Hopefully they would do that immediately, but who is to say... The best case would be that you would have a handicap at the release of the next revision, but certainly it could take longer.

Five 18-hole scores is the minimum to establish a handicap. I don't know if there is any restriction on how many scorecards you can submit. In theory, you can submit your last 20 rounds. The cards must be dated. Once you are in the system and have a GHIN #, you can submit your scores online (if permitted by the club and state assn.).

You could always get an unoffical handicap by calculating it yourself while you wait if you really wanted to know.
