I think it would be a pretty painless rule, and would make a ton of sense, to require golfers to promote their ball to the green or fairway before they are allowed to mark it before a weather/darkness suspension. I think putting your hand on the ball in the rough is just too much of a benefit.
I love Barnes, but on two occasions he got to pick up the ball in the rough. Once when he claimed it might have been embedded (it wasn't, but he got to put it in his hand and replace it) and once when the horn blew.
I think that a player shouldn't be able to mark the ball and pick it up until it is on the fairway or green in these circumstances.
