Ok so player A's ball mark is 2' from Player B's ball mark. Player B is away but he will need to stand on Player A ball mark and line in order to stand normally. Player B offer's to let Player A go first but Player A declines because it is an advantage for Player A to see the line when Player B putts.

Whats the proper way to deal with this?

Ask player A to temporarily move his ball mark 1 clublength/foot/whatever sideways, let player B putt, move the ball mark back 1 clublegth/foot/whatever to the original spot and you are good to go.

This happens quite often when 2 balls are on the same line to the hole and ball B would need to roll over ballmark A.

Rules of golf allow a player to fairly take a stance in addressing a ball. He offered to let A go and he declined. B should then, if he needs the mark moved - ask for it to be moved. Then B should take his stance normally and if it happens to be directly on A's line, there is nothing that can be done.
