Tiger didn't even look for his ball. Both took a drop without a penalty.

What is the ruling on this? Isn't it declared a lost ball, stroke and distance?

Bogey, this comes up a lot. I believe the area was marked by red stakes, basically it was designated a lateral hazard. If the player (s) is for the most part certain it entered the hazard and cant play it, they can either play another ball as close to it's original spot or drop a ball with-in two club lengths of the spot the ball entered the hazard not any closer to the hole...both require a on stroke penalty.

All the canyons at Torrey are marked as lateral hazards, so it's just as the previous poster said.
