I've seen a putter that allows you to stand facing the hole and putt from the side of you, essentially like a bowler or throwing horse shoes. Its basically a long putter that you stand facing the hole to use. Is this legal by the rules of golf?

I do not know the specific rule...but it is allowed by the rules.

Yes, it would be legal as long as the player doesn't putt between their legs (croquet style), or straddle the line of the putt and as long as the lie angle of the shaft is no more than 80 degrees (must be at least 10 deg. from vertical). Sam Snead putted croquet style, the USGA banned it, and then he went side-saddle, which is still legal.

Dave Pelz stated in the Putting bible that the best putter he'd ever seen in his life putted side saddle facing the hole with a long putter tucked under his armpit.
