Re-finishing my brothers TPM, 8802 style, and had it all set. Applied the first coat of blue and.............nothing.

Post pictures of the head and maybe some insight can be given. If it is a carbon steel head then there shouldn't be any issues.

Man, if I had a dime for every time that happened to me............................
That is the fun of doing TPM Restorations, you just never know. I recently recommended a fine mist of water, left overnight. If you have any rust in the morning, you're good to blue. If not, you can do a high polish or have it powdercoated, or some other surface treatment.
I had the exact same results as you, not two weeks ago with a sweet TPM3 that I was working on. It is chronicled in the TPM Restoration there, here at WRX.

Did the magnet test too, but obv. that is not reliable. It was a fun project for my brother so a high polish is what is on store for it.
