First I hope I can ask this question clearly enough to be understood:

In match play Player A has won the first 9 holes of a match with Player B.
Before teeing off the 10th hole it is discovered that Player B has 15 clubs in the bag.
Since "B" has NOT won any holes yet does he still get the two hole deduction specified in the rules?
Or does he have to have won two holes to have them deducted?

P.S. In this scenario is the score now match over 11&10 or is it still Player A up 9?
