Ball mark are not going to be all along the putting path, it occupies spots not along the whole or most of the putting path.
Say I'm repairing the spike marks, who's to tell me that I could not press down along the putting path all the way to the hole? That would open up dispute from all sides.
Remember, most of the rules in golf had stand the test of time and been fire proven through the centuries, to change a rule may take greater effort than amending the Constitution.
Many rules would change in the future, it has to, but not to make the paly easier.
